ZONING BOARD OF APPEALS
MINUTES
November 14, 2002


Public hearing application 2002-12 opened at 7:31 p.m.
        
Application #2002-12 for a variance to add roof over existing deck and enclose with glass to protect from elements under Section 8.03, Table 8.02 of the Willington Zoning Regulations for property located at 72 Latham Road. (Zone R80, Map 9, Lot 19) Owner/Applicant: Edward J. Conlan.  

Present: C. Csiki; R. Maloney; C. Deskus seated for R. Manaskie; N. Wilson seated for D. Brown; T. Smith seated for R. Claus

Mr. & Mrs. Edward J. Conlan

Site Walk Held: November 9, 2002.  Present: C. Csiki, N. Wilson, T. Smith and Mr. & Mrs. Edward J. Conlan.  Mr. Smith measured from center of road to porch (55’).

Mr. & Mrs. Conlan explained wanting to add roof over existing deck and enclose with glass to protect from elements.  Requesting front line variance of 20’.

Mr. Wilson suggested adding a foot more to variance so that an overhang could be added to porch.

No one spoke in opposition. No written correspondence either for or against has been received by the Board.
Closed hearing at 7:39 p.m.

CALL TO ORDER:          Opened at 7:40 p.m.
MINUTES
Mr. Maloney requested that approval of minutes of 10/10/02 and 10/23/02 be tabled to next meeting.  All in favor.
CORRESPONDENCE

·       Went over budget.
·       Letter (11/4/02) from Robert Hisey requesting documents.
·       Reply (11/5/02) from A. Jordan re. Mr. Hisey’s letter.
·       Discussed letter by Chr. Csiki of 10/15/02 re: participation of alternates
·       Read letter from Thomas Smith to members of the ZBA as follows:
        Dear Chairman Csiki and Members:
I would like to make my feelings known regarding statements that I made at the ZBA meeting of October 10th concerning application #2002-10.
Simply, I would like to say for the record, that many of my statements were over dramatized, overstated, and over the top.  While attempting to relay my thoughts at that time, I strayed from the level of decorum that is in practice by the Chair and the other members of the Zoning Board of Appeals; I should have known better and for this I apologize.
Further, my comments should in no way be construed to indicate that I think, or thought, that the ZBA goes about their business in anything but a straightforward, proper, thoughtful, and deliberative manner.  I realize that members often agonize over decisions that they make after listening and weighing all sides.
In the future, I will attempt to emulate my fellow members.

NEW BUSINESS

OLD BUSINESS:

Application #2002-12 for a variance to add roof over existing deck and enclose with glass to protect from elements under Section 8.03, Table 8.02 of the Willington Zoning Regulations for property located at 72 Latham Road. (Zone R80, Map 9, Lot 19) Owner/Applicant: Edward J. Conlan.
        
N. Wilson made motion to approve 21’ front line variance with hardship pre-existing zoning for request of enclosing porch.

Seconded by R. Maloney.  Vote:  All in favor.
  
DISCUSSION:  No meeting in December

Motion made by N. Wilson to adjourn meeting seconded by C. Deskus.
